Name of solo female artist

Trying to remember name of female pop artist from late 80s early 90s, blonde, first name I think is Julia. One of her album covers shows her in deep red velvet dress or gown against pure white background, bleached blonde hair, back to view, hands against a wall. Her songs were probably what you would call ballads?
Any ideas?

She sung a song called 'Love moves in mysterious ways' for the film 'The Butchers Wife'. I know this coz I was at a recording for Top of the Pops in 1992 when she sung it.
