I have a number of old 45 rpm records that I would like to save to files but a few of them have really bad crackles on them, it there a simple program that I can download that would edit most of these crackles out?

Why not sign up to Spotify as they have millions of tracks you can listen to for free (and maybe your 45s).
You can then "record" what your PC is playing and save it as a file.
Or maybe look on YouTube as they also have thousands of tracks and your songs may be on there and you can record the sound from one of them.

I also say it's way easier to just record or download from the web those mp3 songs of yours.
Of course the Spotify idea is also pretty good since there are some Spotify Recorder programs that also let you record and convert Spotify to mp3 and save the Spotify streaming music to your hard disk.
I for example use some Audials Spotify Recorder piece of software, if you wanna go with the Spotify stream recording route:
