New commercial timing on TV shows

Last couple of days I've noticed they run a show, stop for a commercial break, run a very short segment of the show (like 1 minute) then run another commercial break. Is this being done to discourage people from recording the shows on DVR and zipping through commercials?

Me also.
I rarely watch anything live now so I just skip 'em when I'm watching.
me too, record, skip, watch.

although to be fair, even when you watch the programme you recorded, there isn't alot of 'content' mostly its 'coming up next' or 'what you have just seen is' with endless clip repetition.
