We've had some heated discussions about cycling helmets.
One point usually made is in reference to a study done of drivers and cyclists regarding safety helmets. The study found that is wasn't necessarily safer to wear a helmet as drivers will often drive with less care near cyclists wearing helmets, increasing the likelihood that there would be an accident.
Others believe that, of course, in the event of a crash a helmet is worth having on.
These two might have the answer:
It's a helmet which deploys on impact. This means that drivers would treat a cyclist with caution AND in the case of an accident the cyclist is protected.
(Until everyone got used to it...)

Also I'm not sure how effective it would really be... looks a little too soft a squidgy to really help to me...
