Did the police ignore his crimes, or was he interviewed and let go? It appears to be a crime that was taken seriously by anyone at that time. Savile and other celebrity paedophiles were inexplicably unbothered by the police and practiced their deeds without fear of prosection.
Whilst such acts will inevitably damage the reputation of the individual's country of origin; the lawbreaking is the responsibility of the Indonesian authorities to investigate and stop. The most relevant question is why they seem to be having issues with that, rather than what happened to allow him to flee the UK in the 70s.

This particular man was never charged with any offence.
