You could say he has ripped it off from every Philly soul single released in the 1970's - they all have that wacca-wacca guitar and strings in there.
It's only very very vaguely similar to Hill Street Blues - there are far bigger and obvious rip-offs than that in pop - ask The Beatles and Tax Man about where The Jam got their Start! riff from!
The list goes on - there is nothing new under the musical sun.
