The text of the famous Cheltenham song was composed with great refinement. Does anyone know who was the author? Or when / where it was first sung?

Thank you for the link. The commentator connects the title with Paddy Roberts and his LP „Side rim“ (spelling ?) but leaves the authorship and all other aspects unclear. So my question is still unanswered.
Thanks to you, Buenchico, but also to Mamyalynne. This is the solution. I heard the song first during a period of work in Scotland in 1962/63 and at that time thought it was much older because of the light-hearted and ironic attitude.
