If you've got a secret desire to go deaf why don't you get some headphones? That way you can go deaf even more quickly without annoying the neighbours.

However, your neighbours shouldn't really be able to hear your music. They are complaining to you because it's annoying, not because of the time you're playing your music. You could try to be courteous and turn it down on request unless you prefer having a bad relationship with those you live in close proximity to?
I'm assuming you mean 7pm. Define "loud", please. By law, i believe that you are not allowed to play loud music after 11pm. However, if you are playing it loud enough to disturb your neighbours comfort (keeping children awake, neighbours having to turn tv up quite loud, etc) you could be considered to be causing a nuisance. The thing to do is to try and talk to your neighbours and come to some compromise.
It's not good to annoy your neighbours at any time of day.
In the Uk a noise nuisance can be a noise nuisance at any time. If you don't take steps to cease the nuisance, eventually your music playing equipment can be confiscated.
