Dreams are understood to be a subconscious communications whilst the brain is mostly shut down, the fact that dreams seem bizzare sometimes can be likened to trying to explain something using only abstract pictures.
The main feature of these dreams seems to be a telephone (in other words a communication device), and your anxiety at its failed use (your struggeling with communication). If your trying to call someone in particular i would suggest that you have an issue with communication with that person, maybe you desperatly want to tell them something. If there is no-one in particular that the call relates to it could be identifying your communication problems (are you hiding your true feelings?). Dreams are very often interpretable in many different ways, so without details i could be way off.
how weird, i have had that same dream many times, although i havent had it for a while - i dreamt i had a car crash and was trying to dial the emergency services but kept pressing the wrong number each time even though i was trying really hard to concentrate.
another dream i used to have was that id be driving along in a car & then suddenly id be sitting in the back seat having to try to control the car from there!! i had to lean forward & use my hands to push the pedals and it was really scary because it was really hard to control (obviously!!) i dont know how i was steering!!
the 'backseat driver' dream is a very common one, its a symbol of not being in control and things moving to fast.
Dont be alarmed if, when your dreams are analysed you only seem to stressed, worried, panicked, tired and scared. Its a natural part of dreams for them to fade in memory, so we forget all but the worst of them.
