This from a BBC journalist about a rocket which exploded on waste ground in Israel while most people were safe in shelters.

Could it be he was basing his estimates on the number of casualties when Israeli bombs crowded civilian areas in Gaza?

I expect he could see the blast radius and could therefore make an informed estimate.

What a ridiculous question.  If it had hit a crowded area obviously there would have been a lot of casualties.  Anyone could have told you that.
