At the beginning of the film The Wicker Man they play a song about corn rigs and barley rigs or something. Who sings it?

It's called 'Corn Rigs' and it's by Paul Giovanni. He wrote the whole soundtrack.

It's listed on the soundtrack as Wicker Man Suite: Corn Rigs, and was written and sung by Paul Giovanni, backed by a folk band called Magnet. The original song was by Robert Burns, and was also known as Rigs o' Corn. Don't suppose it'll be in the remake.
