I'm particularly fond of the music of Elgar, Copeland and Gershwin, but I'd find it hard to say who was the greatest and would be equally pushed to say these guys were any more or less great than those already mentioned.

What a silly question.
Who is to say who is the best, and on what criteria.
One person may say Beethoven, the other Mozart, others (as we have seen) say neither. Who decides.
There can be no "best" composer, as their can be no best footballer, or film, or car, or anything.
For example:
Mozart wrote 40 symphonies, Beethoven wrote only 9, so Mozart must be best.
