It's a song called 'Ca Plane Pour Moi' by Plastic Bertrand, who is actually Belgian.

More here - http://www.famousbelgians.net/bertrand.htm

As is often the case, a song that was considered to suck like a swamp full of vacuumn cleaners on the planet Suck, time has lent the song some rose-coloured outre ironic appeal ... or not, depending how you like your Europop.

As a Europop fanatic, I have always loved it, and don't give me that 'guilty pleasure' garbage, if you like a song or an artist, what's to be 'guilty' about?
It's actually "Ca Plane Pour Moi" covered by The Presidents of the United States of America, released as a B-Side in France in the late 90's. www.presidentsrock.com
