I think that you may have answered the question yourself. 'The Saints Are Coming' was a 1980s song recorded by The Skids.

I believe that U2 and Green Day have recently revived it to celebrate the re-opening of the New Orleans Superdome following Hurricane Katrina (given that New Orleans Saints play there). That might have been the version you heard.
