If this is the song you mean then I think it was recorded by Joan Armatrading... I say 'I think' because this song has been covered a few times so although I have an albulm with this song on I'm not acutally sure if Joan is the original artist that recorded it.

However I believe that Jamelia (sp?) has recently done a version of the song which might well be why you're hearing it a lot lately.
