Roger Whittaker-biggest selling artiste?

I read an article in a newspaper a few years ago that stated Roger Whittaker is the world's biggest selling artiste of all time.
Is this true?
The Guinness Book of Hit records states he has sold 10 million albums in Germany alone.

Those 10 million record sales occured within the last decade alone of his 36 years as a world renowned singer.

Worldwide he has sold over 55 million albums. As a comparison Elvis Presley has sold over 200 million worldwide.
