Elkie Brooks is still recording, and is currently in the middle of a UK tour. Although her profile is less public than it was years ago, Elkie continues to enjoy a large and loyal fanbase, and tours regularly. She is in negotiations with a number of labels concerning a new record deal.

Since Elkie Brooks' name is actually Elaine Bookbinder, born in Manchester, and as you say, Billy J Kramer's real name is William Ashton, born in Liverpool, there appears to be no evidence of a family connection - possibly another of the urban myths that populate the music scene.
