Reclaim Bank Charges - closed/referred to debt collectors

I understand you can claim back bank charges even if your account has been closed - However, mine were referred to debt collectors & I'm still paying them off, does anyone know if I can still proceed with reclaiming and if so, do I follow the trend and write to the bank or the debt collectors??
