mamas&papas pilko pushchair harness

We have recently converted our mamas&papas pilko pram into the pushchair, but the harness looks funny, its only attached to the pram on the seat end of things, the top part that goes around the shoulders isnt attached to anything. Does this should normal?

ive got an old pliko and mine wasnt attached to the top but does have a clip so that they can be clipped at top if required.
