Save the file to somewhere suitable on your hard drive, then double-click on it's icon to install the program.

Save the file to somewhere suitable on your hard drive, then double-click on the file icon. This will launch your 'unzipping' software (which is built into Windows XP and Vista). You'll be asked where you want to extract the file lame_enc.dll to. Choose somewhere suitable on your computer.
Go to Start > Programs and launch Audacity. Use the drop-down menu, at the top-right of the screen, to set the source to 'Video'. Insert your DVD into your DVD drive, to play the DVD on your PC. (It should start automatically). Minimise the video window (so that the DVD continues playing but you can, once again, see the Audacity window).
When you get to where you want your audio recording to start, click the red 'Record' button at the top left of the screen. (You'll see an audio trace displayed in the window). When you want to stop the recording, click the yellow 'Stop' button.
Go to the File menu. To save the audio file in an uncompressed format, choose Export Wav. However, it's probably better to save it as an MP3, so choose Export MP3. The first time you do this, you'll be asked to find the file lame_enc.dll. Navigate to its location and double-click on it.
Choose a suitable name and location for your audio file and that's it.
