Lois is right it is The Notorious B.I.G, I have the movie on DVD and Video, I have the ost but the song isnt on it, and I watched it 15 times at the cinema!

Its definately not Letters to Cleo. Letters to Cleo sing two songs in the movie. One at the club and one in the closing credits when they are playing on the roof of the school.
