a lot of tv programs lately are using some haunting music that sounds like a mandolin - anyone know what it is?

This may be a long shot but I believe the piece you are looking for is called "Iguazu" and it's by Gustavo Santaolalla. You will find it on the soundtrack to the film "The Insider" - Track 12.
