There seems to be some dispute over this. It can be traced to My Uncle Terwilliger Waltzes with Bears, words by Dr. Seuss and music by Eugene Poddany, from "The Cat in the Hat Songbook". This came out in 1967. However, a songwriter called Dale Marxen claims the song as an original.
Further, the Nan Hoffman version appears to be the Dale Marxen song. Apparently, there are slight changes in the words and a different melody in that version. Marxen claims not to have heard the Seuss song, which is frankly nonsense as it's substantially the same. The reason for the "second" version seems to be that the Giesel (Dr Seuss) estate has forbidden recording of the original. As it's such a popular children's song, the new version was a way around the ban.
