Who is the artist or group??

Precocious child - 7 letters
They weren't named after Halsap (could be Halbap) - 4, 5, 3, 3, 5,6 letters

No idea of the second answer, but from the number of letters it sounds like the first 2 are a persons name, the next 2 are "AND THE" and the last 2 are the group name.

So somthing like

HUEY LEWIS AND THE NEWS
or
RORY STORM AND THE HURRICANES

I know these arent the answers, but it may help someone else to get them.

And I have no idea what halsap or halbap is.

No, its right. The wrong no of letters was on the clue. I t should of been 4, 5, 3, 3, 6 -- Nill Haley and the Comets.
