Pirates change the location of the broadcasts frequently, so the Home office can't track and pinpoint the signal. Of course, the Home Office do pinpoint and find them eventually - it's always confiscation of equipment, and usually a fine. The original pirates broadcast from ships moored just outside British territorial waters - the old 'twelve mile limit', with more powerful transmitters. It was a direct result of 'If you can't beat'em ...' that the BBC started Radio One. Kiss FM in London, now a legitimate station, began as a pirate station, funded in part by a number of musicians, including Robert Smith of The Cure.
