No, it's the usual use of the Q box instead of the Search box.

Ed needs to move them apart.

I agree that there is a problem here but I can't work out why because the two fields are clearly marked.
However I doubt much will be done. I've made several suggestions to the ed about how to stop people posting the whole question in the title box- one way is to move the 'submit' button which is in the wrong place. Another is to prevent questions being posted if teh Question Details box is blank. The latter would deal with teh problem highlighted by you and kevin1223.
