Why Do People Bother At All?

I'm sifting through CV's to narrow down a list of people we want to interview to replace me.
I can't believe some of the sheer laziness in the applications. Almost none of them bothered including a covering letter and so many of the CV's are not even finished. They've list a job title and year, with absolutely not description. There's spelling and grammar errors everywhere. I've got a few that are at least four pages long, just full of pointless rambling. They clearly haven't even bothered to proof read.
Then there are the ones who haven't kept one job for longer than 6 months but have filled out on the accompanying questionnaire that their expected salary is up between £28-£35k. What planet are these people on?
I mean, do they really look at these things and feel like they're bound to get a job on the back of the pieces of crap?

Saying that, my personal statements have always been generic and I would go in and alter/add bits for specific jobs.

It used to amaze me when I looked at the candidates qualifications, they had good grades but they didn't seem to have any common sense or enthusiam at all. One lad turned up he looked to be wearing his Dad's suit, too big for him all round. He had a decent CV so I took pity on him, turned out to be a good worker.
On an industrial estate near me in the seventies you might get one a month

Chap I knew once was told he'd been on jobseekers allowance too long ( he'd been made redundant at 56) and told he had to go on a job-finding course where he would have to write and send off twelve or more applications every day.
Whether he could do the jobs or not. Whether he wanted to do the jobs or not.
I suppose this is a sort of scatter-gun approach on the part of the agencies being paid by the government to get people off welfare.
