White paint on buildings

I heard that the great white plaster-faced houses of Kensington and Chelsea were once painted brown in order to look like stone, an affordable reproduction. When did they first become white and why? And the wooden bars on sash windows - why are they now invariably white, a colour not available for this kind of use to the Victorians and previous generations?
