Not that this answers your question directly, but if I were Colonel Gaddafi – I would promote myself to Field Marshal Gaddafi.

I would then publish an inventory of my weaponry, along with the purchase price paid and the country of supply. I would include a few fictitious items on the list, especially from those countries giving the greatest support to NATO.

Your comment certainly is irrelevant. There are several use for axes that do not involve anyone dying. I cannot think of any uses for cluster bombs that do not involve maiming or killing.
