It correctly realises (finally!) that the majority of its audience, and licence payers, are located north of Watford, so it needs to address the London-centric attitude which pervades almost all its output.
With a typical sledgehammmer/nut interface approach, the manderins decide to move entire swathes of production and personel up to Manchester - which is a pointless gesture and will do more harm than good.
As evidenced a lot of staff are refusing to uproot and move, and they will either force the corporation's hand, or leave, neither of which are a desireable outcome.
As for guests appearing for PR - do they really think people will schlep up the motorway to Media City? Have they forgotton that failure to attract big names up to Liverpool was the sole reason why the Richard & Judy show moved souht from Liverpool, and Birmingham's Pebble Mill studios failed to attact anyone of any serious note?
The BBC is run by fools who are not only out of touch with their viewers and listeners, but also their own staff, and they will live to regret this monumentally ill-thought-out sop to all of them.

Top Gear is not made in London. There are no plans to move it to MediaCity.

Like him or loathe him (personally I think he's great) the fact of the matter is Top Gear is Jeremy Clarkson, and as Top Gear is sold around the world and generates massive income for the BBC, if the star said he will not do the programme from Manchester then Top Gear will not move to Manchester - it really is as simple as that.
Plus, as Gromit said, TG isn't made in London - OK the offices are in London, but the studio and track are in Guildford.
