Wouldn't it had been wiser for Britain to hang onto this cash until such times as there is a more definate secure governing body installed in Libya?

I think there will be a lot of trouble ahead AOG, as the rebels take power I would imagine there will be a lot of shuffling for position here,
It's their money - and they are desperate.
The sooner life starts to become easier for people the more likely the current leaders will be able to achieve stability.
A pity about the design on the notes tho!
I think it could be Chicken-Egg situation - without the cash stability might not be affordable or even possible.

From memory it's Libyan money frozen in the UK. So it's theirs, assuming they're recognised as the govt.

Besides if you were in the new government and knew your money had been kept from you by some other nation, how amicable would you feel about them? If you want allies in this world you need to side with the winners asap.
We want everybody to go back to work especially all the public service employees but they haven't been paid for weeks/months so its important that they are paid and get the country uop and going again.
The money is theirs Gadaffi ordered it and presumeably paid for it last March but it was frozen by the UN sanctions.
It's their money and it's their business. It's no-one's business but the Libyans how they spend it.

Actually about now shouldn't the US be preparing to pay Libyans for the plutonium Doc Brown stole from them back in the 80s?
