However they will look at all aspects of the case, some of which may not be in the public domain (what was said in secret police and council and government meetings during the riot for example).
Also, lets face it, it was an unusual situation, it is rare we have spontanious rioting all over the UK.
When the "unusual" happens (twin towers, 7/7 bombs, zeebrugee, kings cross station fire, Appollo 13 etc) often the response is not perfect because it is hard to totally plan for things like that.

However, why the inquiry will focus on what went on behind scenes and how to improve communications and operations, one would have thought that they would have this one reasonably well-tied down already, given the Brixron riots and the troubles with the drug riots across the country before, mind you several years ago.
Many thanks to the moderator who changed my headline to poo poo as opposed to the asterisked 'sh!t' that I'd typed! In my defence the title is an oft used phrase so the moderation of it has a rather muted effect.

Well whoever it was craft it'd be nice to see a little bit of consistency, whether it be changing the text of an OP or a reply.
I fail to see how the Ed feels one needs (further) moderation for the most minor swear word as opposed to replies with far more offensive expletives which are typed in full.

You know, if there's one thing I've learnt from being in the Army, it's never ignore a pooh-pooh. I knew a Major, who got pooh-poohed, made the mistake of ignoring the pooh-pooh. He pooh-poohed it! Fatal error! 'Cos it turned out all along that the soldier who pooh-poohed him had been pooh-poohing a lot of other officers who pooh-poohed their pooh-poohs. In the end, we had to disband the regiment. Morale totally destroyed... by pooh-pooh!
