Tax relief on charity donations

I regularly receive requests by post for donations from such organisations as Oxfam, The British Legion, Shelter and so on and give them a small donation of between £20-£50
I do not pay tax as I only receive the State Old Age Pension.The companies I worked for were American and did not have a pension scheme for Brits.
My wife worked as a part-time teacher and receives a small pension on which she pays tax.
I therefore make the donations in her name and the charities have been able to claim back 28p in the pound.
Does George Osbourne's new rule mean that the charities will no longer get
the extra 28p per pound on my donations?
Even if it does. I will continue to contribute.
