Thank you naomi, I should clarify
// In 2010 there were 39,030 foreign nationals removed from within the UK under immigration law—or departing under threat of such removal—an increase of 3% from 2009. //

// The Shadow Home Secretary, in her critique of the Government's record on organising the deportation of foreign national criminals, claimed that 700 fewer were deported from the UK this year, "compared to last". How did she come to this figure?
Comparing only the most recent quarter with the same time last year showed 359 fewer cases, while taking a full four-quarter comparison using the most recent statistics shows 770 fewer cases - even more than was claimed. //

The 39,000 refers to all deportations, and this question refers to criminals deported. Unless we are sending less foreign criminals to prison, which seems unlikely, we must be letting them stay here after their sentences.
