Home Secretary Theresa May has scrapped Asbos - anti-social behaviour orders - and replaced them with Crime Prevention Injunctions. If you breach an asbo, at the moment it is serious. You will get a criminal record and could be jailed. But breach a CPI and you get no criminal record. Is that really progress?
