All teaching staff should have first aid skills, but no doubt the elf'n'safety mob wont allow it because of the risk of a kid being mistreated or something similar.

the important clause is no34, on page 6. the schools round here don't have this, QED all the teachers are allowed to do is run the affected injury under the tap, even though many of them have had the required training.

Why? Why not say everyone should have first aid training? Or all parents?

They should !, and if its given at school on the basis that everbody is supposed to go to school then when they become parents they will havesome basic required skills in first aid
Perhaps first aid skills should be taught in all schools as part of the PHSE lessons.
