It would seem that Britain still loves dishing out it's taxpayers money, even when persuaded not to do so by The United Nations and the European Union.

Reading the article, he seeming ignored everbody's advice and authorised these payments.

It shows the aragance of the man
It also shows how little control the Government has of its Departments.

The sooner they pass the DFID dept to the Foreign Office the better. Mitchell was certainly acting above his station.
