According to this report they not only receive £1,600 more per head in state spending than English, but they also enjoy a range of benefits denied to those south of the border, including no prescription charges, no university tuition fees and free personal care for the elderly.

Are you sure about that, because in my county one can only travel free within the county boundaries, but then I suppose when getting to the other county, one could then travel free within that county?

In theory I suppose, a person could travel the length and breadth of England, just as long as that person didn't mind county hopping.
