The guy at the kiosk at our local train station sells "Singles" for 40p each, the kids by me will still smoke! An addiction is an addicition regardless of age, if you feel that you NEED to smoke you will find the money to buy 20 even if you cut back in other areas or dare I say, some kids may turn to theft as they cant afford their addiction to nicotine.
