How do you know they aren't? For instance, aren't most police in England white English, most police in Scotland Scottish, most police in NI Northern Irish?

Yes. That is the foremost criterion in any recruitment process.
The question is, when you find multiple applicants who are identically well qualified, what other criteria should you then address.
In the absence of something better, in the past that was inevitably 'pick the one most like us'
