Haven't read the whole thread, but aren't we missing something important?
It's not as if the council are giving this woman the house. It will still be on the council's portfolio when her kids have grown up and left.
She will then be rehoused in a smaller property, leaving this valuable piece of real estate on the council's books.

I suppose she has to live somewhere, either that or take some of her 11 children into care.
According to the report the Council sold a plot of land to a housing association at a knock-down price, on condition that they built this house along with another 14 affordable houses, so that has also got to be good for another 14 families.
