I see the desire to distingusih between the deserving and undeserving poor is still alive and kicking.

Perhaps workhouses are the answer - men in one women and children in the other of course.

The benefits could be paid to the work house owners.

That way we could make sure that there was absolutely no chance that any benefit money could be spent on anything from which any pleasure could be derived.
