Pretty sad state of affairs that you have to own up to being unable to adequately police a territory, one that is, apparently, an acknowledged haven for bandits.

Well if those are the rules, then yes they should inform them. It may well have been the SP would say dont stop there and it would not therefore have happened.
It is not good all sitting here in the West expecting other continents to have the same values that we do. It is simply not going to be the case.
I am sure that India as one of the emerging economies will start to address the problems, but India is a vast place with a huge population and many uneducated people. It wont happen overnight, until then follow the rules or you dont really have a leg to stand on.

I question whether the rules that Uma Shankar Gupta referred to are well known?
I know that in France there are certain rules for motorists, and you can look these up - but if you go to the India travel advice page on the Foreign and Commonwealth Office website, there's nothing specific about checking in with the local SP when staying in India.

If you put a search into Google for 'British tourist murdered in', you only get five results.
Five murdered British tourists is five too many.
Do you think on reflection, that it might be quite rare, seeing as five murders as a percentage of all the families that go abroad every year is 'statistically insignificant'.
I've put that in quotes, because I believe it's only statistically insignificant, not insignificant for the families involved.

I can't remember reading many reports of 'tourist raping sprees' recently? Surely those who come to the UK would want to spend their time visiting attractions, rather than going for an evening of raping?
