Prima facie, what is happening is that distributed funds are being presented as from this leader's party or at his doing, when they are not. This man is not the first politician to take credit for something which is not his doing and gain political advantage thereby.
Mind, we all know that much of our other aid only got as far as the pockets of important families in Pakistan, a fact more than hinted at in the link.
