Do all 20 000 BBC employees have gadgets? I would hope not in which case your figures are the usual twisting of the facts by using percentages Jake.
The loss of phones I can buy - sort of if their regulations/guidliines are a bit lax. That many laptops is very dodgy. If this was in a large corporation someones head would be rolling. I am not saying losses do not occur, they do but in every company I have worked for if you loose something like this you get a very uncomfortable ride. Even when you break the phone (I know from experience) it is not pleasant.
If there has been a marked increase then something should be done.
I didn't say they did - although phones are included in this and because it's a Broadcast organisation I'd expect a higher proportion of mobile devices than say an Insurance company
You'd want to compare to an organisation like SKY say to see if that number was extraordinary but companies like that don't reveal such information so we don't know.
At least the Guardian has supplied context in that the number that there has been a big spike in the last year
What happened in 2012? - the BBC did it's big move up to Salford - so actually that spike's not that surprising really is it?
Move that size an organisation and you're going to see a number of losses and thefts
