If we are feeding health to the world, we should be proud of that. Money, perhaps, is a more complicated issue as some of it inevitably ends up in the hands of the "wrong people". Your Philpotts, or warlords, or assorted criminals. It's often difficult to avoid this but the consequences of trying are usually to affect the "right people" more than the "wrong people". Reason for that is that the "wrong people" will look to find holes in the law to exploit, or anyway will chase the money somehow, and therefore end up with it anyway. Or just come into the country illegally, or find some other way round things.
Measures to cut immigration invariably hit far more of the "right people" because it means more effort to get into the country and that can be very off-putting for the honest majority. I'm not saying we shouldn't try to avoid letting criminals into our country - of course we should - but how do you go about doing that when sometimes it's impossible to know? You can't always conduct background checks, as records of other countries may be inadequate, and people may not have started out as criminals so there wouldn't be anything to find in their past.
Any measure to cut immigration will invariably struggle to be selective in the way that people want. The same applies, incidentally, to the welfare system.
