As far as can be ascertained the FBI did not "fail to heed" Russian warnings about one of the eventual bombers. In fact they asked for further information, having drawn a blank in their own investigations, and heard no more from them.
I think we are already aware of the threat of radical muslim terrorists in the UK. This is just an entirely predictable piece of opportunism by Russia, shamefully using the nationality of the Boston bombers to make an almost certainly spurious political point.
