He should be easy to catch now. There can't be many EDL members of African appearance.

If you look at the original thread I think you'll find I said regarding the EDL

I certainly don't think an organisation like the EDL - lead by a man with a criminal conviction for headbutting a fellow member - would flinch from doing something like this

The RAF Bomber Command Memorial is a memorial in Green Park in London,
his face looks African? In what respect?

What little I can see of the back of his head on my screen is darkish brown. That doesn't make his appearance "African".

You cans make out a face? Either your version of the Express has posted a much higher resolution image than the one I'm looking at, or you have a very vivid imagination.

In the second set of pictures, the one on the left, above the caption On the prowl when hooked up to a 40 inch screen appears to show a face much lighter in colour than I would expect African Appearance to be.
It looks like a black man to me, but we mustn't jump to conclusions. The EDL might have hired a black man to do their dirty work, or the Express could have photoshopped a black dolls head onto the image as suggested by kevink.

Kevin, I hardly think the police would be impressed by the Express photoshopping the image. That would be really helpful! Perhaps you need to get a better computer, but until then you can always rely on your imagination. ;o)
