Well of course, it's not the police who make the laws. They are there to enforce the ones that are made by the politicians. Equally, it was the courts who sentenced everybody, not the police.
That said, "Sorry, do you realise what you're doing is illegal? I'll give you five minutes to pack it in" might have gone some way to improve relations between tourists, bar owners and the police.
I used to love Albufeira years ago. It's a horrible dump now imho.
