/// The inquiry found that 2,409 youngsters were known to be victims of child sexual exploitation by gangs and groups, while a further 16,500 were at risk. ///
If the authorities know this kind of thing is taking place, why is there nothing being done to put an end to this disturbing matter?

Actually they do take it seriously - but it's often hard to get the girls to speak up and no one can do much without some sort of disclosure. And you can't prove anything if not only do you not have a disclosure but you also are unable to do any kind of genital examination because the girls either wont' give consent or they'll consent but not make an allegation. Possibly it's related to a conspiracy of silence, or perhaps people just don't talk about it. It's apparent that lots more goes on than people talk about. So perhaps everybody knows, but no-one does anything about it. And then such stories as do reach the authorities are hard to act on, because they may be just hearsay, and any investigations are blocked. or not co-operated with/ treated seriously enough. And finally people may be too keen to protect the guilty for various reasons.

Sorry, it was just before I came across this shocking report I was reading the headlines, "Women and Children being raped in Syria".
It seems obvious that kind of thing is to instil into us more shock and horror than what is happening in our own country.

I too wish we could go back to those days when children weren't abused
when young girls weren't raped
when there weren't horrible parts of our towns and cities where violent people terrorised their neighbours and normal standards of civilised behaviour were subverted
when there weren't areas that the police were afraid to go except in large numbers
Remind us again AOG
when was that exactly?

Perhaps because the press are exagerating the issue.
Don't get me wrong it's a serious matter but this is someone working in an area making headlines being shocked by their own report.
I've not got the time to read the report itself but I note the BBC references the University of Bedfordshire research which seems to be based on asking young people what they've heard from others!
I'm sorry University of Bedfordshire I know it's difficult but when did hearsay suddenly become a valid research technique!?!

For a lot of these girls sexual relations with many members of a gang is part of the initiation process in to the gang - the behaviour is normalised to them. and again, most of these girls are at the vulnerable end of the scale probably coming from homes where there's neglect/domestic violence/emotional abuse blah, blah, blah - gang life probably seems to them as a kind of escape and a second family. A lot of work is being done to combat this but the problem is so engrained with so many other overlapping issues (such as poverty) that it's going to take rather a long time to untangle it all. But the first thing you do is raise awareness - which is rather what it looks like people are doing. Certainly in my experience anyway.

^^^ Not really Jake, but I only know that because I've been involved with people who have done reports on this sort of thing. The other thing that's working on being highlighted is the child trafficing that goes on this country and not just abroad. A lot of it is tied up with similar issues but the general consensus seems to be that the issues are more widespread than people think.

Before you go shooting the messenger, first make sure you are shooting the correct one.
*** The victims of these crimes are as young as 11, a damning report by the Office of the Children's Commissioner for England has found. ***

There's nothing new in it, and largely for the reasons China explains above. We were getting cases like this thirty years ago. And then it was pretty obvious that what we had in court was just a case where injuries were involved and bad enough for someone to complain or the girl had suddenly 'rebelled' in gang terms or she had been mistaken for someone who would comply with the gang code.
The language used, in the piece on last night's Newsnight, was very telling. One of the girls (white but with that odd, imitation black/mixed, sarflandun accent) described how those who communicated in any way with police were labelled 'snakes' and treated with deep mistrust or utter contempt for the rest of their life.
That's how under the thumb these people are, in that part of the world.
I had half a mind to start a thread asking if that part of the world was another country.

i doubt it is exaggerated and many of these young girls are black, they get into gangs for any number of reasons, and to prove themselves, it is how a girl who was interviewed on the news explained it, and that it is rife. A young black man said, who's face was somwhat pixilated, said that it is expected that the girls will be sexually assaulted, raped by those in the gang, as a sort of initiation. he said he had taken part and that other gang members had too, makes you wonder at a society, world that values women, girls so little, and that the police can seemingly do little. It may be about not grassing on your mates, but this is a serious crime and those girls should come forward, of course the repercussions could be just as bad or far worse.
